Yes, there is equal opportunity here in Chicago if and only if, you are politically connected to someone.  No chinaman (a term used to refer to the person who is a political figure), then you’re probably not going to get any advancement.

Fact:  It has been reported to us by many city employees that the interview, which is no more than a pony show that must be done to show that people were interviewed for the position, is a feudal process because the interviewer already has been given the name of the person who is expected to get the job.  This individual is nearly always connected to some political figure.
