After the Great Chicago Flood, another storm hit. The administration of this city claimed that the Great Chicago Flood would happen once in every 100 years. It came 90 years too early.
Then, the following year, another storm hit. People’s basements again began to flood but the administration only paid lip service to the event because it was not as widespread as the one that happened the year earlier.
