Apparently some people are allowed to violate the law and get away with it.  This is the 29th Ward.  Headstones, marking the dead, are allowed on the parkway (public property).

How sick can these residents be?  If they really want headstones for the departed, they should put them on their own property or in a cemetery where they belong.

What’s worse is that this type of violation is allowed to continue without anything being done about it.
