Citizen ICAM is the recording of information about crime. It DOES NOT reflect all the crime that occurs. It is only the record of crimes that had "paperwork" written for the event.
No paperwork, No crime.
When was the last time your garage or house was broken into? Did an officer ever come out to get a report (generate paperwork)? If so, the event was logged into Citizen-ICAM. If not, well it never happened.
Can you see how the statistics can be manipulated? Crimes goes down. That should be interpreted as less paperwork was generated.
