In theory, the city does not practice segregation nor has it ever. That's the theory but in practice, city administrators lie through their teeth and with all the conjured emotions needed to sell the idea to the community and business people alike. Wayne Strnad exposed this on behalf of the community so that all would know the truth.
If this were the case then one needs to ask the simply question as to why nearly everyone working in District 3, for example, is African American. Why are city workers in the Pilsen area all hispanic? Why are city worker in the north end of the city all white? Truly, if this city were not practicing segregation then people of all races would be integrated throughout the wards. This will not happen for years to come or at least until this Daley is removed from office.
