After more than 90 years of being told time and time again that an issue will be addressed, at some point one must understand that people are being told a bunch of lies. 

Isaac "Ike" Carothers is a great liar who provided the illusion to the community and business concerns alike, that something will get done, but in reality will never do anything about it unless Daley tells him it's alright to proceed.  Wayne Strnad has seen this nonsense many times in his life.
